Try ETS 300 383 "Integrated Services Digital Network; File Transfer over the
ISDN; EUROFILE transfer profile", obtainable from the ETSI Secretariat for
about 54 ECU.
ETSI can be mailed at "secretariat@etsi.fr". They also have an FTP server
(ftp.etsi.fr) but I don't believe ETSs are available on-line.

Can't help you here I'm afraid, although somebody knowledgeable at the ETSI
Secretariat ought to be able to point you towards those ETSI Members with
an interest in this area. The relevant committee is STC-TE2.
